Group Vice President

Federal IT Consulting Executive Brings Business and Leadership Experience to Support Citizant’s Disciplined Growth Plan

CHANTILLY, Va., March 18, 2009 — Citizant, one of the Washington region’s leading providers of government professional technical solutions, today announced the addition of Ken Arthur to the company’s executive management team.
                                                             
As Group Vice President, Arthur provides strategic direction for the operational divisions under his leadership and supports Citizant’s overall plan for strategic growth by facilitating new business development within his group. He joins fellow Group Vice President Tim Rinaman in managing Citizant’s growing public sector consulting services practice.

The divisions within Arthur’s group oversee customer engagements at a variety of federal agencies, including the Departments of Housing and Urban Development (HUD) and Transportation, the General Services Administration (GSA), the Internal Revenue Service (IRS), and the Securities and Exchange Commission (SEC). Arthur is responsible for ensuring that these divisions execute on the company's mission of creating a better future for the citizen by delivering exceptional service to government customers.

Arthur has more than 25 years experience managing growing companies in the federal technology services environment and a successful track record of building the operations required to support this growth. Most recently, he served as Chief Operating Officer (COO) at Preferred Systems Solutions (PSS). Working closely with the CEO to create a strong corporate organization to support sustained growth, he helped grow the company from $15M in revenue to more than $40M during his four-year tenure.

He joined PSS following the successful sale of Innerbase Technologies to Resource Consultants, Inc. He founded Innerbase, which focused on Oracle technical services delivered to the federal government, and led the company as CEO/COO for six years. He established a streamlined and highly profitable small business through key client retention, implemented growth strategies and cost controls that resulted in a doubling of revenues and a tripling of profitability, and ultimately negotiated the sale of the company.

Before founding Innerbase, he was employed by Computing Technologies, Inc. and led a call center task-order project for the Department of Transportation, Federal Highway Administration - Office of Motor Carriers. Earlier in his career, he held positions with Comdisco, Inc, GTE Federal Systems, Inc., Planning Research Corporation (PRC), and Naval Regional Contracting Center (NRCC).
