Federal Procurement Executive Anthony Martoccia Joins Citizant

Former DoD and SBA Acquisition Professional and 30-Year Government Veteran to Lead Citizant’s Contracts Department

CHANTILLY, Va., May 19, 2009 — Citizant, one of the Washington region’s leading providers of government professional technical solutions, today announced that Anthony (Tony) Martoccia has joined the company. Martoccia brings more than 30 years of federal procurement management experience to the position of Vice President of Contracts.

In this position, Martoccia leads the team responsible for Citizant’s contractual and procurement functions. He reports to Ralph Alexander, the company’s chief financial officer.

Martoccia joins Citizant following his tenure as the Department of Defense’s (DoD) Director of Small Business Programs. Serving as the Secretary of Defense’s chief advisor on small business contract and policy issues, Martoccia was responsible for determining the policies and management initiatives to ensure that small businesses were afforded an equitable opportunity to negotiate Defense contracts.

Previously, Martoccia was associate deputy administrator for the Office of Government Contracting and Business Development for the U.S. Small Business Administration (SBA). In this capacity, he provided direction, oversight, and policy for all federal small business contracting programs and represented the Administrator with other government agencies regarding small business issues.

Before joining the SBA Martoccia held various procurement management positions at the Department of Transportation (DOT), the National Aeronautics and Space Administration (NASA), and DoD. While at DOT, Martoccia managed major acquisitions including the development of the Federal Highway Administration's (FHWA) Intelligent Transportation Systems (ITS). He established new interagency procedures to improve accountability and measure results for research at the Volpe Transportation Center. He received the DOT's Secretary's Reinvention Award for leading implementation of performance-based contracts and the FHWA Administrator's Award for innovative and cost-saving acquisitions for the Intelligent Transportation Systems program.

Previously, as acquisition branch chief at NASA, Martoccia was responsible for an annual procurement budget of more than $1 billion and he procured the agency's space science research, information technology, and technology transfer. Earlier in his career, he led the acquisition of the Army's Night Vision Program. Martoccia is an Army veteran and Army reserve officer.
