CSC Veteran Brings 28 years of DoD experience in Application Development,
Program Management and Systems Modernization
CHANTILLY, Va., May 28, 2008 — Citizant, one of the Washington region’s leading providers of government professional technical solutions, today announced the appointment of Sam Piper as Director of its Department of Defense (DoD) Division.
In this capacity, Piper will grow Citizant’s DoD business and provide strategic leadership to the team that has a history of customer satisfaction on critical infrastructure and operations programs throughout the defense industry. Citizant’s federal defense customers include the Defense Information Systems Agency (DISA), Defense Logistics Agency, Defense Finance and Accounting Service, Office of the Secretary of Defense, U.S. Air Force, and U.S. Navy. Citizant is an SAIC protégé in the DISA Mentor Protégé Program.
“Citizant has an accomplished history of service to its customers within the Department of Defense. We are fortunate to have someone with Sam’s experience and vision who will continue to ensure operational excellence with our DoD projects,” said Citizant CEO and co-founder, Raymond Roberts. “Sam’s track record of success and industry knowledge will enhance our ability to grow within the defense sector as we strive to become a Tier 2 government contractor.”
Piper joins Citizant from Computer Sciences Corporation (CSC), where he held a variety of positions during his 15-year tenure with the company. Most recently, Piper led the team responsible for providing services in support for the Deliberate and Crisis Action Planning and Execution System (DCAPES) modernization effort. DCAPES is used by the US Air Force to identify, allocate, and deploy personnel and materiel worldwide in response to national security requirements. In addition to program management responsibilities, Piper established and maintained relationships at all levels of Air Force command and across five Air Force organizational communities during the six years he worked on the program.
Previously, Piper held systems engineering and project manager positions with NESCO Resources and Ideas Inc. and operated a small business specializing in the design and manufacture of high reliability printed circuit boards and enclosures. During his 28-year military career, Piper served in a variety of critical leadership and staff positions in the U.S. Army and Army National Guard. He enlisted on active duty in 1975 and retired from the National Guard in 2003.
“Citizant has a reputation for excellence and a history of helping the government provide remarkable service to the warfighter. I look forward to working with my division to continue this track record by helping DoD agencies better achieve their missions with the solutions that ultimately support our warfighters,” said Piper. “From streamlining materiel delivery to the military with the modernization of FACTS to re-engineering the defense acquisition rulemaking processes with the development of a new platform, I am truly impressed with Citizant’s extraordinary accomplishments. We have the past performances and talented professionals necessary to expand the company’s footprint in the defense community and we are ready to do just that.”
