Enabling HUD's 5-Year Transformation Initiative (TI) Roadmap
Prime Contractor Citizant provides project management and technical consulting services in support of the HUD OCIO’s development of HUD’s IT/TI Roadmap, Enterprise Service Project Charter and 5-year Expenditure Plan that helped HUD secure $280M in modernization funding. These plans center on leveraging technology across HUD’s enterprisewide mission areas rather than continuing to support stove piped technologies. Citizant restructured the entire IT investment portfolio to align IT projects, systems, and services to target business functions and cross-cutting enterprise services.
Citizant’s initial support included supporting the IT portfolio restructuring to enable the OCIO to discover opportunities to reduce cost by redundant, obsolete, or reusable IT assets. This extensive overhaul required coordinating and collecting business and financial information for 100+ projects; coordinating Transformation Initiative Program Office-interface work sessions to document life cycle costs, mission benefits, key milestones, conformance to HUD’s Enterprise Architecture and Capital Planning processes, functional capabilities, and the inclusion of project-level artifacts across all initiatives. The plan delivered to OMB, GAO and the Senate Appropriations Committee demonstrated HUD’s future ability to expand benefits, accomplishments, and cost savings.
Citizant currently provides oversight management of one subcontractor, but anticipates this responsibility will increase to as many as nine in the future. These subcontractors will provide business system architecture, strategic planning, technical and business writing, and business analysis support. We support the CTO in gathering and validating platform standardization, system decommissioning, and candidate enterprise software license assessment information from the HUD Program Offices. This information will be used to support cost reduction, improve efficiencies, and streamline business functions. We also provide support for the completion of OMB PortfolioStat activities to ensure deadline compliance. This effort includes conducting research, gap analysis, data compilation and coordination with HUD program areas to gather relevant information.
Citizant’s Program Management responsibility includes supporting HUD’s IT Transformation Initiatives Integrated Project Teams, coordinating OCIO support functions (including IT Operations and Security) and aligning and improving collaboration with HUD’s IT mission segment and enterprise service projects. The IT/TI IPTs (comprised of federal and contractor staff) meet weekly to share status and develop strategies to challenges; perform tasks based on an integrated IT master project plan; and provide measures aligned with mission performance goals through the use of an executive dashboard.
Citizant developed and implemented the Integrated Sequence Plan, a tool to be used by management to prioritize future projects, allocate resources, and manage budgets. Our efforts have resulted in the identification of funding for the following HUD projects: IT Modernization/Platform Standardization Service; Data Virtualization and Data Management Services; Geospatial and Geocoding Data Validation Services; IT Service Management Services; and Unified Single Sign-On Services.
