Citizant Launches IRS Strategic Advisory Board

Former IRS IT & Business Executives Enhance Maturity of Solutions and Advisory Services

CHANTILLY, VA, Aug. 10, 2016 — Citizant, a leading provider of IT and business transformation solutions to the U.S. government, has formed an IRS Strategic Advisory Board to help the company develop innovative, responsive solutions to core IRS information technology and business challenges.

Members of Citizant’s IRS Strategic Advisory Board are:

  • Deborah Nolan (Chair), former IRS Commissioner of the Large & Mid-Sized Business Division
  • Robert Albicker, former IRS Deputy Assoc. CIO for Systems Integration
  • Richard Skorny, former IRS Deputy Assoc. CIO for Program Management

Also supporting the IRS Strategic Advisory Board is Alan Duncan, a retired Assistant Inspector General for Security and Information Technology Audits for the Treasury Inspector General for Tax Administration (TIGTA). Duncan brings a unique perspective to the group, having reviewed the many complex IRS technology systems and provided insight about how the IRS could improve and save costs on technology development and deployment.

Background on Advisory Board Members

Deborah Nolan (Board Chair) served as the Commissioner of the IRS Large and Mid-Size Business (LMSB) division from 2003 to 2007. In that role, Debbie worked with taxpayers and other external stakeholders (including industry trade associations) to identify, address, and resolve significant tax issues across a range of industries. She then served as a partner at Ernst & Young in the National Tax Department, helping global companies develop and implement tax risk management and controversy strategies by working more effectively with the IRS. She also served as a board member and was president of the Association of Former Internal Revenue Executives (AFIRE). Debbie is passionate about leadership issues related to diversity and inclusion, mentoring, change leadership, and breakthrough performance.

Robert Albicker served as the Deputy CIO for Systems Development and the Deputy Assoc. CIO for Systems integration at the IRS, where he led systems integration for the IRS's multi-year, multi-billion business systems modernization program. Bob’s responsibilities included Enterprise Architecture (EA) & Service-Oriented Architecture (SOA); systems integration, data, security, and infrastructure engineering; and quality assurance/testing and program/project management of all infrastructure projects. Most recently, he was a director at Deloitte Consulting, where he consulted with U.S. government clients on systems integration, program management, enterprise life cycle management, IT service management, and EA/SOA.

Richard Skorny is CEO of Skorny EA Consulting and is an expert in union negotiation, government system implementations, government procurement procedures and policies, and tax administration. Rick is a veteran executive in public sector IT systems modernization. He served as the Executive Lead for the Order Management System II (OMS II) e-commerce platform modernization project at the US Mint. Rick was the Deputy Assoc. CIO for Program Management at the IRS, where his portfolio included SAP Financials, PeopleSoft HR and CRM, Web applications, custom tax administration applications, data transformation and modernization, business reengineering, security, infrastructure, testing, and deployment. He was also the IRS Director, Tax Systems Modernization. During his IRS career, he designed and deployed the first electronic filing system for U.S. corporate income tax returns and launched the first portal for tax preparation professionals. He served as an executive consultant in industry with both CSC and Booz Allen Hamilton. Rick served as a board member and president of AFIRE.

Alan Duncan is a recognized expert in operational audits, computer security assessments, internal control reviews, software development, and quantitative risk analyses of government and commercial computer systems and facilities. Duncan retired after serving as the Associate Inspector General for TIGTA’s Security and Information Technology Services, where he assessed the IRS’s Business Systems Modernization Program and reviewed the security of IRS computer systems, property and personnel, and disaster recovery procedures and activities. Prior to TIGTA, he spent more than a decade with the Defense Audit Service and several years at the U.S. Department of Transportation's Office of Inspector General. Mr. Duncan also was the President and CEO of Dynamic Access Systems and Vice President of Information Systems for Irving Burton Associates.
