Jim Ballard brings more than 40 years of management and leadership experience in the government services market to Citizant’s leadership team. He has served as an executive advisor and member of Citizant’s Board of Directors for more than a decade.

Jim also continues in his role as Chairman of Solerity (formerly Preferred Systems Solutions), where he also served as CEO and oversaw and supported all facets of the organization and set the company’s strategic direction. Previously, Jim was president and co-founder of Global Services & Solutions, Inc. (GSS), which provided the U.S. government with program management, continuity of operations, and acquisition support. GSS was acquired by PSS in 2014.

Prior to forming GSS, Jim was President of Perot Systems Government Services (PSGS) from January 2006 to December 2007, where he was responsible for strategy, management, operations, and business development of the government services business unit. He also served as Chief Operating Officer of PSGS beginning in 2002. Under his direction, PSGS grew from $57 million to $650 million in annual revenues through both organic growth and three key acquisitions.

Previously, Jim joined ADI Technology in 1997, where he served as Vice President and then President of the Federal Systems Division, then served as the company’s Chief Operating Officer until its acquisition by Perot Systems in 2002. His tenure at ADI Technology followed a successful 24-year career in the U.S. Navy’s nuclear submarine program, from which he retired at the rank of Captain.

Jim received a Bachelor of Science degree in mechanical engineering from Rensselaer Polytechnic Institute and a Master of Science degree in mechanical engineering from the Naval Postgraduate School. He is a graduate of the Program Management Course at the Defense Systems Management College and has completed Executive Development Programs at the Kellogg School of Business at Northwestern University and the Harvard Business School.
