Vice President, Civilian Programs
Matt Gallagher, Vice President for Civilian Programs, oversees all business development efforts to expand Citizant’s presence in the civilian government market. He is responsible for leading a team of professionals focused on strategic partnerships, capture efforts, and all proposal development activities. In this role, Matt also serves as the Program Manager on Citizant’s CIO-SP3 Small Business contract. Matt reports to Citizant’s CEO, Alba M. Alemán.
Matt has over 20 years of experience supporting government agencies with a specific focus on providing solutions for the Departments of Homeland Security, Defense, Treasury, Health & Human Services, Energy, and Commerce. Before Citizant, he spent time in various leadership roles at CAST Software, Micro Focus Government Solutions, Decision Lens, and Troux Technologies. At Troux, Matt was the founding member of their Government Solutions Group and led a team providing market-leading Enterprise Architecture and Portfolio Management solutions to the government. He managed all aspects of Troux’s GSA Schedule 70 contract and led several successful capture efforts to put in place agency-specific Blanket Purchase Agreements (BPAs) at the DOE Nuclear Weapons Complex National Labs and the Department of Health & Human Services for use across all Operating Divisions.
Matt received his bachelor’s degree in Political Science from St. Thomas Aquinas College in Sparkill, NY. He is actively involved in organizations such as AFCEA, the Air Force Association (AFA), and GTSC. Matt serves his local community as the Chairman of the Board of Zoning Appeals in the Town of Haymarket, VA, and also spends time as a volunteer and mentor within Boy Scouts of America’s National Capital Area Council.
