Director, Civilian Programs
Randall Brown is responsible for account growth, delivery excellence, and employee engagement for Citizant’s Treasury Programs group. He oversees a targeted portfolio of solutions for the U.S. Treasury Department , Internal Revenue Service (IRS), U.S. Dept. of Transportation, and serves as Program Manager for Citizant’s TIPSS-4 ID/IQ contract. He joined the company in 2011 and reports directly to Citizant’s CEO, Alba Alemán.
Randall has more than 25 years of experience in IT systems analysis and enterprise software development. He has led several successful IRS application development projects for Citizant, including the Branded Prescription Drugs and Insurance Provider Fee systems, which together assess and collect roughly $15 billion in industry fees in support of the Affordable Care Act. He managed the IRS’s first major project developed with the newly introduced Agile/Iterative Path development methodology.
Prior to joining Citizant, Randall led multiple IRS enterprise software development projects for Lockheed Martin, including SAMS II, SRS, WebETS, Hot Topics, and ESP. He focused on architectural design and producing common software components that could be shared across multiple projects, bringing efficiency, speed, and cost savings to multiple programs. He previously co-owned a software development consulting firm for 8 years and worked as a software engineer in the energy and telecommunications sectors.
Randall earned his Bachelors in Business Studies degree in Human Resources from Southern Nazarene University and an Associate in Applied Sciences degree in Computer Information Systems from Tulsa Community College. He received his Program Management Professional (PMP) from the Program Management Institute (PMI) and is certified in the Scalable Agile Framework (SAFe).
Randall, his wife, and family live in Austin, Texas. They enjoy traveling and watching their kids participate in high school athletics.
