Ms. Alemán made the following statement about the White House’s announced changes:

“This announcement from the Biden-Harris Administration represents the biggest advance in a generation for small businesses that serve the U.S. government. Federal procurement rules like Category Management and Tiered Spending, which were intended to increase efficiency and effectiveness in government purchasing, resulted in an overwhelming and unfair advantage for the largest contractors and a sudden, dramatic decrease in the number of small businesses in government contracting. On behalf of women business owners in government contracting, I applaud the Administration for making good on its commitment to increase opportunities for underserved small businesses and ensure a vibrant, diverse industrial base for America.”

Citizant was honored to partner with the U.S. Women’s Chamber of Commerce and other leading small businesses like RiverNorth, Inc. to advocate for changes to Category Management rules. Citizant’s CEO, Alba M. Alemán, also testified in October before the U.S. House Small Business Committee, Subcommittee on Contracting and Infrastructure, about how current Category Management rules were decimating the small business portion of the nation’s industrial base. The U.S. Women’s Chamber of Commerce published a report in May 2021 detailing the devastating loss of small businesses between 2017 and 2021.
